The Mamfe Hydropower Project is developed within a robust legal and institutional framework that ensures every phase — from planning to operation — complies with national regulations and international best practices.
Our approach to compliance goes beyond meeting legal obligations; it represents our core commitment to integrity, transparency, and accountability in all corporate activities.


National Regulatory Oversight

Mamfe Hydropower Company operates under the regulatory supervision of the Ministry of Water Resources and Energy (MINEE) and the Ministry of Environment, Protection of Nature and Sustainable Development (MINEPDED).
All permits, licenses, and authorizations are obtained in accordance with Cameroon’s energy, environmental, and investment codes.
Our Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) processes are approved by national authorities, ensuring full legal compliance and stakeholder participation.


Authorization from the Telecommunications Regulatory Board (ART)

To support real-time data acquisition and hydrological monitoring, Mamfe Hydropower Company has sought authorization from the Telecommunications Regulatory Board (ART) to import and deploy OTT Hydromet Ecolog 1000 automatic water recorders and other digital equipment.
This authorization ensures that all communications and data transmission devices used on-site comply with national telecommunications laws and data security standards.


International Engineering and Consultancy Standards

Our technical operations are governed by international engineering codes and environmental protocols.
In partnership with FICHTNER Consulting Engineers (Germany), the project aligns with European Union Engineering Standards (EN), International Hydropower Association (IHA) Sustainability Guidelines, and ISO 14001 Environmental Management Standards.
These frameworks ensure precision in design, safety in execution, and sustainability in long-term operation.


Institutional Collaboration and MoUs

Mamfe Hydropower Company maintains several Memoranda of Understanding (MoUs) and cooperation agreements with key institutions including:

  • FICHTNER Consulting Engineers, Germany – Owner’s Engineers and Technical Consultants
  • IRGM (National Institute for Geological and Mining Research) – Hydrological and geological data partnership
  • LABOGENIE (National Civil Engineering Laboratory) – Structural and material analysis collaboration
  • SONATREL (National Electricity Transport Corporation) – Power evacuation and grid integration
    These partnerships are formalized through regulatory-compliant agreements approved by the relevant national agencies.


Ethical Governance and Corporate Integrity

The company operates under a comprehensive Corporate Governance Code that emphasizes transparency, anti-corruption, and ethical decision-making.
All procurement, contracting, and partnership processes are conducted through open, merit-based evaluation to uphold fairness and accountability.
An internal Compliance and Audit Unit oversees adherence to national financial laws, international project finance standards, and environmental safeguards.
